The purpose of this study was to design a communication model of quantum leadership and manpower productivity of the staff of the Ministry of Sports and Youth. The research was applied and in terms of nature and method, it was correlational and causal-comparative. The statistical population was all employees of the Ministry of Sports and Youth and the statistical sample were 269 persons. In this study, Quantum Leadership (Azimi, 2011), Manpower Productivity (Hersey and Goldsmith, 1980) and structural-interpretive modeling (ISM) Questionnaires were used. The validity of the questionnaires was confirmed using the opinions of 12 sports management experts and the reliability was reported through Cronbach's alpha as 0.87, 0.89 and 0.91, respectively. To analyze data from statistical tests Kolmogorov-Smirnov, t-sample and structural-interpretive modeling (ISM) and SPSS software were used. Findings showed the components of perception and cognition, validity and compatibility of human productivity and components of quantum seeing, quantum thinking, quantum feeling, quantum cognition, quantum action, quantum trust and the existence of quantum leadership at the first level affects the components of ability, motivation and feedback from the productivity of human resources at the second level. Also, the second level components affect the organizational support component of manpower productivity in the third level. Therefore, it can be said that quantum leadership will be able to increase the productivity of human resources in the staff of the Ministry of Sports and Youth.
