The aim of the research was to promote a proactive management model in the Ministry of Sports and Youth with an interpretive structural approach. This research is applied in terms of purpose and research data were collected in the field and in a mixed way (qualitative and quantitative). The statistical population was 18 experts in the qualitative section and 65 in the quantitative section, including the directors of the Ministry of Sports and Youth and the general directors of sports and youth of the provinces. Due to the limited number of members, the statistical population was equal to the sample. The research tool in the first part was a researcher-made questionnaire. The validity of the questionnaire was confirmed by 10 professors of sports management at the university and its reliability was confirmed by Cronbach's alpha test (α = 0.92). Interpretive structural modeling and Mick Mac analysis techniques were used for modeling. The findings showed that there are 10 components and 50 sub-components in the proactive management model of the Ministry of Sports and Youth, and the components of the roadmap and management of progress and knowledge, skills and abilities at the infrastructure level and the components of competitiveness development and preparation for Changes were placed at the top of the model. Establishment of knowledge and skills management in the ministry within the framework of the roadmap and written program will play a role in strengthening or creating job development, creativity and innovation and socialization of employees, and the development of competitiveness and change in this organization will be smooth.
