The purpose of the study is designing a modelorganizational inertia based on employees empowerment of sport and Youth general Offices in Northwest of the country. Statistical population included all (372 persons of) Northwest sport and youth’s General offices employees. Using krejcie-Morgan table, sample size was selected 181 persons. Relative stratified random method used for sampling. applied in term soft purpose, and correlation kind of quantitative method adopted for the research.Steffi Haag (2014) organizational inertia and Spritzer (1995) employees empowerment questionnaire used as measurement tool. questionnaire validity confirmed by 10 sport management expert professors and reliability obtained0/89 for organizational inertia and 0/93 for staff empowerment by using Cronbach’s Alpha coefficient for structural equation modeling. Because of the abnormality of the data, software PLS was used to analyze the data.Results showed that staff empowerment has significant and negative impact on organizational inertia (t Value =4/363; path coefficient=0/76) and GOF model fit overall index is 0/736 and strong. If sport organization managers look for organizational inertia decrease, they should empower their staff
