The aim of this study was to investigate the impact of strategic flexibility on entrepreneurship through the mediating role of organizational learning (Case Study: Office of Youth and Sports West Country), respectively. The sample size is 341 people, which is distributed among the population.The measuring instrument was three Farshad-Mehr’s Flexibility Inventories (2015), Chang et al’s Organizational learning capabilities (2005) and Organizational Entrepreneurship (2011( questionares. Descriptive and inferential statistics were used to analyze the data. All analyzes were performed using SPSS and PLS software. Research findings show that strategic flexibility and organizational learning have a positive and significant effect on entrepreneurship. Also, strategic flexibility has a positive and significant effect on organizational learning. Strategic flexibility on entrepreneurship through organizational learning of effect Positive and meaningful. It is hoped that the sports and youth departments, through the use of exploration and extraction learning in their organization, which are linked to the spirit of entrepreneurship and risk appetite, will create the greatest potential for entrepreneurship in their organization. It should also be noted that the use of this type of learning in the organization requires strategic flexibility that allows such a function to be given to employees in the organization.

The purpose of present study was study of relationship organizational culture and knowledge management with organizational entrepreneurship employees of the offices of sport and youth in Khorasan Razavi Province. The population of this study included all employees of Youth and Sports offices of Khorasan Razavi Province (N=380). 181 people were selected as sample based on Morgan sampling table via cluster random sampling method. The questionnaires of organizational culture (Sashkin,1996), organizational entrepreneurship (Hill ,2003) and knowledge management (Neumann and Conrad, 1999) was used to collect the data. The reliability of a preliminary study on 30 subjects by using Cronbach's alpha were calculated (0.88, 0.74, 0.88). The data were analyzed by Pearson correlation and path analysis. Findings indicated that organizational culture has a direct and significant impact on knowledge management and organizational entrepreneurship. Also the knowledge management has a direct and positive impact on, organizational entrepreneurship. Finally, the results of the research model and the effect of the mediating variable showed that organizational culture does not have a significant impact on organizational entrepreneurship through knowledge management. Research findings imply the importance the role of organizational culture and knowledge management on organizational entrepreneurship. Therefore, it is proposed to youth and sport offices mangers that to create and strengthen the entrepreneurial orientation of employees, use knowledge and culture building programs.
