Considering the vastness of the field of sports and its difference from other fields, the awareness of the Minister of Sports and Youth about his roles has a significant impact on the development of sports in the country. Therefore, this research was conducted with the aim of identifying and weighing the roles of the Minister of Sports and Youth. The current research was applied and in terms of the method of data collection, it was of mixed type. A mixed exploratory model (qualitative and quantitative) was used to collect information. The statistical population was all sports management experts in the scientific and executive sectors with at least 10 years of work experience in sports and at least a master's degree. In the qualitative part, sampling was done with a combination of two targeted and snowball methods, and the sample size was determined based on information saturation of 19 people. The research tool was an interview in the qualitative part and an interpretative structured questionnaire based on the identified indicators in the quantitative part. Spss V27, Expert Choice 11 software was used for data analysis. The results showed that the internal and external roles of the Minister of Sports and Youth include the guidance of top sports managers, leadership of sports federations, decision making and policy making, human resources management, financial management and budgeting, management of subsidiaries and Esteghlal and Persepolis clubs. Supervision and implementation of the law, objectives, duties and powers of the Ministry of Sports and Youth, management of resources, sports equipment and facilities, international sports relations, leadership of the youth field, scientific and research roles, membership in inter-institutional councils, communication with the Islamic Council, information and Spokesperson and communication with cultural institutions. Also, the highest priority in the roles of the Minister of Sports and Youth was decision-making and policy-making.

In today's world of instability, uncertainty, complexity and ambiguity, and despite the low-probability and high-impact surprises that lead to unpredictable changes, Iran’s sport needs managers who can analyze the environment of full of fluctuations by using intrinsic and acquired behaviors, and show the appropriate behavior at the right time and adopt the correct strategies.The purpose of this article is analyzing of the behavior of Iran’s senior sports managers and to fill the gap in our understanding of recognizing the types of behavior among senior managers in selected educational, public, championship and professional sports organizations separately. This was done by a behavioral experiment with actor analysis technique and by a strategic planning simulation tool called MACTOR. Data were collected through the participatory observation; By a purposeful selection, 11 sports management experts and 24 people employed or familiar with the 12 organizations studied in this study participated in this behavioral experiment and completed the actor-actor and actor-objective matrices. Convergence and divergence of actors and objectives were carefully examined with software. It was found that political, guiding and MACTOR supportive behaviors are the predominant behaviors of senior sports managers in Iran. It seems that the managers of sports organizations can make positive changes in their future behavior based on past experiences, but successive changes in these organizations will cause missing this opportunity.
