Entrepreneurship is the next important aspect of the organization's performance, which is expected to be influenced by various types of human resource management. organizations are in situations where the tendency towards entrepreneurial activities is essential for them. so this paper aims to study the developing a communication model capability Based human resource management with entrepreneurial agility and entrepreneurial alertness at the ministry of sport and youth. the research method is descriptive and correlational study. The statistical population of this research is all There are 970 employees, experts, managers, and deputy staff members of the ministry of sports, of which 296 people were selected as a sample using a simple random sampling method. The measurement tool included a researcher-made questionnaire for cpability based human resource management, questionnaire for entrepreneurial agility by Kharabe (2012) and an entrepreneurial alertness questionnaire by Tang et al (2012). Its validity was verified and the reliability coefficient of the questionnaire was obtained using Cronbach's alpha coefficient 0.948, 0.909, 0.908 respectively. In order to inferential analysis of collected data used Smart PLS 4 software. The result of hypothesis testing in 95% confidence level results show that: capability based human resource management can positively and significantly predict entrepreneurial agility in the Ministry of Sports and Youth (p=0.001, t=4.695). capability based human resource management can positively and significantly predict entrepreneurial alertness in the ministry of sports and Youth (t=3.339-p=0.001). because in the ministry of sports and youth, human resource management is based on ability, entrepreneurship in the ministry of home affairs is more agile and more alert to internal and external changes.

This study examined the role of organizational structure in the use of participatory management in between the workers of sport and youth organization of Hormozgan. The purpose of applied research and the method of cross correlation. Statics society definded equal of Statics sample to 97 numbers. After distribution of questionnaires. The purpose of applied research and the method of cross correlation. For collecting research data, we used Robin's organizational structure standardized questionnaire (1987) and participative management questionnaire derived from Nazari kemishani (1384). The questionnaires were validity by ten teachers elite sport management were approve and reliability by Cronbach's alpha (0.90) and (0.87). The data were analyzed by descriptive statistics, Pearson Order correlation and multiple regression and structural equation with Lisrel and spss 21 software. The data analysis showed that the organizational structure (Complexity, formality and concentration) a significant inverse relationship between the level (P ≥0 / 01) there. Effect of participative management complexity 50 percent and reverse (absolute value of a significant number 3/33), Recognize the collaborative management and reverse the effects of the 55%. (Absolute value of a significant number 2/37) and Effect of participative management concentration 89 percent and reverse (absolute value of a significant number 5/14) is. So we can say the organizational structure is an important factor in collaborative management and the importance of participatory management the staffs of sport and youth organization of Hormozgan should be considered.

This survey aims to investigate the relationship between knowledge leadership Absorptive Capacity General Offices of Sports and Youth in West of Iran. The present survey is descriptive and is also done according to correlation and field method. In order to collect data of this survey two standard questionnaires of knowledge leadership were used based on Viitalamodel (2004) model and Absorptive Capacity was done according to Minerva et al (2003) model. The study population consisted of all male and female employees of all agencies in sports and youth west, using non-random sampling as a purposive sample of 274 individuals was selected for the study. In order to analyze the amount of reliability, Chronbach alpha was used and knowledge leadership questionnaire was a=0.93 and Absorptive Capacity was a=0.83 After collecting the data, they were analyzed according to survey hypothesizes using One Sample t Test, Pearson correlation as well as multiple Regressions so that the results indicate that: 1- knowledge leadership status with the value (P=0.001, t= 5.66) above-average and absorptive capacity with the value (P=0.001, t= -0.33) Lower than the average level was 2- There is a significant and positive relation between knowledge leadership and its features with absorptive capacity. 3- Support the learning process individual and group can predict absorptive capacity dimensions {Employees motivation (β= 0.45) Employees ability (β= 0.68)} in a positive and significant way. So it can be concluded that the knowledge leadership of employees can play an effective role in facilitating their absorptive capacity.
