The purpose of this research is to investigate the effect of managers' political behavior on the productivity of employees of the Ministry of Sports and Youth with the mediating role of work ethics. This research is an applied research and its purpose and a survey in terms of data collection method. The statistical population of this research is made up of the employees of the Ministry of Sports and Youth, whose number in the first six months of 2017 is equal to 915 people. A simple random sampling method was used to select the members of the statistical sample. The sample size was 269 people using Morgan's table. A standard questionnaire was used to measure the variables. The data has been analyzed using descriptive statistics and inferential statistics. Structural equation modeling was used to test the hypotheses. The results showed that the components of managers' political behavior (political use of information, flattery, portrayal, ethical requirements, socializing with influential people and creating a support base) have a significant and negative effect on work ethics and employee productivity. Also, work ethics in the relationship between the components of the political behavior of managers apart from the components of ethical requirements and socializing with influential people has a mediating role with the productivity of employees. and work ethics played a mediating role in the relationship between the components of managers' political behavior, apart from the components of scientific ability and perceptual-emotional capability, with employee productivity. Therefore, to achieve the productivity of the employees of this ministry, the managers of the Ministry of Sports and Youth should deal with all the components of political behavior and work ethics with sensitivity and a scientific approach.

The aim of this study was to design a model for the effectiveness of strategic thinking in the Ministry of Sports and Youth. The present research is based on data search, of mixed or qualitative type (qualitative and quantitative) and is in the field of correlation studies in terms of subject matter and in the field of applied research in terms of purpose; Also in terms of nature, method and control of variables is a descriptive research. The statistical population of the research in the qualitative part included all experts in the field of sports and in the quantitative part included all managers and employees of the Ministry of Sports and Youth. Qualitative sampling was performed in a targeted manner and snowball technique and interviews were continued until theoretical saturation was achieved (16 people). In the quantitative part, the sample size was calculated based on Morgan table at least 233 people who were selected by stratified random sampling. In the qualitative phase of the research, semi-structured interviews with experts were used to collect data, and in the quantitative phase, a researcher-made questionnaire based on qualitative phase data and interview analysis was performed using the three-stage Delphi fuzzy analysis method. used. Its reliability was confirmed by performing an experiment on 30 members of the research community and calculating the Cronbach's alpha coefficient. To analyze the data at the level of descriptive statistics from the table of frequency and frequency and at the level of inferential statistics in the qualitative part of the grounded theory technique and fuzzy Delphi method and in the quantitative part of exploratory factor analysis tests, Friedman ranking test and structural equation modeling Statistical software SPSS version 23 and Smart PLS 3 were performed. The results showed that there are a total of 65 components as indicators of strategic thinking in the Ministry of Sports and Youth, which can be reduced to 12 factors. Also, the findings showed that there is a significant difference between the factors affecting strategic thinking in the Ministry of Sports and Youth from the perspective of research samples. Finally, the model of factors affecting strategic thinking in the Ministry of Sports and Youth was designed based on the above 12 factors and its fit was confirmed by Q2, SRMR, NFI and Chi Squre indices.

The aim of the research was to promote a proactive management model in the Ministry of Sports and Youth with an interpretive structural approach. This research is applied in terms of purpose and research data were collected in the field and in a mixed way (qualitative and quantitative). The statistical population was 18 experts in the qualitative section and 65 in the quantitative section, including the directors of the Ministry of Sports and Youth and the general directors of sports and youth of the provinces. Due to the limited number of members, the statistical population was equal to the sample. The research tool in the first part was a researcher-made questionnaire. The validity of the questionnaire was confirmed by 10 professors of sports management at the university and its reliability was confirmed by Cronbach's alpha test (α = 0.92). Interpretive structural modeling and Mick Mac analysis techniques were used for modeling. The findings showed that there are 10 components and 50 sub-components in the proactive management model of the Ministry of Sports and Youth, and the components of the roadmap and management of progress and knowledge, skills and abilities at the infrastructure level and the components of competitiveness development and preparation for Changes were placed at the top of the model. Establishment of knowledge and skills management in the ministry within the framework of the roadmap and written program will play a role in strengthening or creating job development, creativity and innovation and socialization of employees, and the development of competitiveness and change in this organization will be smooth.

The purpose of this study was to design a communication model of quantum leadership and manpower productivity of the staff of the Ministry of Sports and Youth. The research was applied and in terms of nature and method, it was correlational and causal-comparative. The statistical population was all employees of the Ministry of Sports and Youth and the statistical sample were 269 persons. In this study, Quantum Leadership (Azimi, 2011), Manpower Productivity (Hersey and Goldsmith, 1980) and structural-interpretive modeling (ISM) Questionnaires were used. The validity of the questionnaires was confirmed using the opinions of 12 sports management experts and the reliability was reported through Cronbach's alpha as 0.87, 0.89 and 0.91, respectively. To analyze data from statistical tests Kolmogorov-Smirnov, t-sample and structural-interpretive modeling (ISM) and SPSS software were used. Findings showed the components of perception and cognition, validity and compatibility of human productivity and components of quantum seeing, quantum thinking, quantum feeling, quantum cognition, quantum action, quantum trust and the existence of quantum leadership at the first level affects the components of ability, motivation and feedback from the productivity of human resources at the second level. Also, the second level components affect the organizational support component of manpower productivity in the third level. Therefore, it can be said that quantum leadership will be able to increase the productivity of human resources in the staff of the Ministry of Sports and Youth.
