Abstract

This research is designed and conducted to examine the impact of organizational culture on good governance in sports and youth departments, taking into account the mediating role of organizational structure. This study is descriptive and applied, and it employs a survey approach for data collection. The statistical population of this research includes all employees of sports and youth departments in the southeastern provinces of Iran (497 individuals). A census sampling method was employed. In this study, standardized questionnaires were utilized to measure the main variables. The face and content validity of the questionnaires were assessed and confirmed by six sports management professors, while construct validity was established through first and second-order factor analysis. To examine the reliability of the instruments, Cronbach's alpha coefficient was used, yielding values greater than 0.70 for all variables, thus confirming their reliability. For data analysis, structural equation modeling was employed using the PLS Smart software. The results indicated that organizational structure, as an influential factor, has an impact coefficient of 0.331, while organizational culture has an impact coefficient of 0.712 on good governance. Furthermore, the Sobel test results confirmed the mediating role of organizational structure in the relationship between organizational culture and governance. These findings suggest that improving good governance in sports and youth departments is critically dependent on the development of effective organizational culture and structures. Therefore, promoting an organizational culture that emphasizes collaboration, transparency, and accountability can enhance decision-making processes and ultimately improve the quality of governance
