چکیده
با توجه به گسترده بودن حوزه ورزش و تفاوت آن با سایر حوزهها، آگاهی وزیر ورزش و جوانان از نقشهای خود تاثیر بسزایی در روند توسعهی ورزش کشور دارد. لذا این پژوهش با هدف شناسایی و وزندهی نقشهای وزیر ورزش و جوانان انجام شد. تحقیق حاضر کاربردی و از نظر نحوه جمعآوری داده ها از نوع آمیخته بود. از مدل آمیخته اکتشافی( کیفی و کمی) جهت جمعآوری اطلاعات استفاده شد. جامعه آماری کلیه خبرگان مدیریت ورزشی در بخش علمی و اجرایی با سابقه کاری حداقل 10 ساله در ورزش و حداقل مدرک کارشناسی ارشد بودند. نمونهگیری با ترکیبی از دو روش هدفمند و گلولهبرفی انجام شد و حجم نمونه بر اساس اشباع اطلاعاتی 19 نفر تعیین شد. ابزار پژوهش در بخش کیفی مصاحبه و در بخش کمی پرسشنامه تحلیل سلسله مراتبی بر اساس شاخصهای شناسایی شده بود. برای تجزیه و تحلیل اطلاعات از نرم افزارهای Spss V27، Expert Choice 11 استفاده شد. نتایج نشان داد که نقش های درون سازمان و برون سازمانی وزیر ورزش و جوانان شامل هدایت مدیران عالی ورزش، راهبری فدراسیونهای ورزشی، تصمیم گیری و سیاست گذاری، مدیریت منابع انسانی، مدیریت مالی و بودجه ریزی، مدیریت شرکتهای تابعه و باشگاههای استقلال و پرسپولیس، نظارت و اجرای قانون اهداف، وظایف و اختیارات وزارت ورزش و جوانان، مدیریت منابع، تجهیزات و امکانات ورزش، روابط بینالملل ورزش، راهبری حوزه جوانان، نقشهای علمی و پژوهشی، عضویت در شوراهای بین دستگاهی، ارتباط با مجلس شورای اسلامی، اطلاع رسانی و سخنگویی و ارتباط با نهادهای فرهنگی است. همچنین بالاترین اولویت در نقشهای وزیر ورزش و جوانان تصمیم گیری و سیاست گذاری بود.

Considering the vastness of the field of sports and its difference from other fields, the awareness of the Minister of Sports and Youth about his roles has a significant impact on the development of sports in the country. Therefore, this research was conducted with the aim of identifying and weighing the roles of the Minister of Sports and Youth. The current research was applied and in terms of the method of data collection, it was of mixed type. A mixed exploratory model (qualitative and quantitative) was used to collect information. The statistical population was all sports management experts in the scientific and executive sectors with at least 10 years of work experience in sports and at least a master's degree. In the qualitative part, sampling was done with a combination of two targeted and snowball methods, and the sample size was determined based on information saturation of 19 people. The research tool was an interview in the qualitative part and an interpretative structured questionnaire based on the identified indicators in the quantitative part. Spss V27, Expert Choice 11 software was used for data analysis. The results showed that the internal and external roles of the Minister of Sports and Youth include the guidance of top sports managers, leadership of sports federations, decision making and policy making, human resources management, financial management and budgeting, management of subsidiaries and Esteghlal and Persepolis clubs. Supervision and implementation of the law, objectives, duties and powers of the Ministry of Sports and Youth, management of resources, sports equipment and facilities, international sports relations, leadership of the youth field, scientific and research roles, membership in inter-institutional councils, communication with the Islamic Council, information and Spokesperson and communication with cultural institutions. Also, the highest priority in the roles of the Minister of Sports and Youth was decision-making and policy-making.
