چکیده

هدف از این پژوهش طراحی الگوی ایجاد ظرفیت ها و بسترهای سیاسی در ورزش با استفاده از نظریه داده بنیاد بود. روش تحقیق تحلیلی بوده که بدین منظور از روش‌شناسی کیفی استفاده شد. استراتژی تحقیق، استفاده از نظریه برخاسته از داده‌ها بود. مشارکت‌کنندگان در تحقیق 16 نفر شامل خبرگان مدیریت ورزشی، کارشناسان وزارت ورزش و کمیته ملی المپیک بودند. رشته تحصیلی و داشتن تالیفات علمی مرتبط با حوزه سیاست و دیپلماسی ورزش، دارا بودن سمت‌های مدیریتی و تجارب اجرایی در عرصه ورزش از جمله شاخص‌های انتخاب لیست اولیه صاحب‌نظران بود و استراتژی نمونه‌گیری در بخش کیفی هدفمند و با حداکثر تنوع یا ناهمگونی بود. برای تجزیه‌وتحلیل داده‌ها از تحلیل محتوای مصاحبه‌ها و کدگذاری استفاده شد. ابزار تحقیق مصاحبه باز بود و نتایج بر مبنای سه مرحله کدگذاری باز، محوری و گزینشی تحلیل شد. یافته‌ها نشان داد جریان سازی، کرسی های بین المللی، سیاست گذاری و برنامه ریزی معرف‌های عوامل علّی بودند. پدیده‌های محوری شامل جایگاه ورزش کشور در جهان،نقش سیاسی ورزش، توسعه اقتصادی ورزش، جامعه پذیری ورزش، توسعه روابط بین الملل بود. عوامل زمینه‌ای بستر سازی، آموزش و تربیت نیروی انسانی، مدیریت دانش بود. همچنین عوامل مداخله‌گر شامل رابطه سیاست خارجی با ورزش، رابطه سیاست داخلی با ورزش را تشکیل دادند. راهبردهای پژوهش شامل سرمایه‌گذاری در جهت ارتقاء قدرت نرم، تربیت نیروی انسانی، تدوین برنامه راهبردی، استفاده از تمام ظرفیت ها بود. در نهایت بهبود روابط بین المللی ورزش از طریق سیاست، ابزار قدرت و تاثیرگذاری ورزش پیامدهای حاصل از پژوهش حاضر را تشکیل دادند.
