چکیده
هدف از انجام این پژوهش، بررسی سوابق تحصیلی، سیاسی و ورزشی مدیران ارشد ورزش ایران و کشورهای منتخب بود. با توجه به هدف اصلی پژوهش، روش انجام پژوهش از نوع کیفی بود. برای اجرای پژوهش، ابتدا از طریق رجوع به اطلاعات موجود در پایگاههای اینترنتی، کتب، مجلات و نشریات مختلف، مبانی نظری و پیشینه موضوع بررسی شد. سپس در مرحله بعد، سوابق به دست آمده از مدیران ارشد ورزش کشور با همتایان آنها در کشورهای منتخب مقایسه شد و در نهایت نیز، تجزیه و تحلیل بر روی یافتهها انجام گردید. جامعه آماری پژوهش کلیه مدیران ارشد ورزش ایران و کشورهای مبنا را شامل میشد که بنا بر اهداف تحقیق، مدیران ارشد شامل رؤسای سازمان تربیت بدنی، کمیته ملی المپیک، وزارت ورزش و جوانان و فدراسیون فدراسیون فوتبال بود. برای انتخاب کشورهای مبنا نیز سعی شد تا کشورهایی از قارههای مختلف جهان (آلمان، ژاپن، برزیل، استرالیا و آفریقای جنوبی) و با استفاده از روش نمونه گیری هدفمند و در دسترس انتخاب شود.
نتایج تحقیق نشان داد، تمامی رؤسای ورزشی و وزیران کشورهای منتخب (بدون استثناء) دارای سابقه سیاسی بوده و تنها 2 نفر از این افراد سابقه ورزشی داشتهاند. برخلاف مدیران کمیته المپیک ایران که بیشتر از بین افراد سیاسی (63 درصد) انتخاب شدهاند؛ رؤسای کمیته المپیک کشورهای منتخب اغلب فاقد سابقه سیاسی بوده و بیشتر از بین افراد دارای سابقه ورزشی و یا ورزشکاران سابق آن کشورها انتخاب شدهاند. همچنین مشاهده شد، اغلب رؤسای فدراسیون فوتبال ایران (60 درصد) از بین افراد دارای سابقه ورزشی انتخاب شدهاند که این موضوع در کشورهای منتخب کمتر به چشم میخورد و رؤسای فدراسیون فوتبال این کشورها اغلب فاقد سابقه ورزشی بوده و بیشتر دارای سابقه سیاسی هستند. نکته قابل توجه دیگر اینکه، متوسط طول دوره ریاست در فدراسیون فوتبال و کمیته ملی المپیک، به هیچ وجه قابل قیاس با کشورهای منتخب نبوده و نشاندهنده ثبات مدیریت در کشورهای مبنا است.

The purpose of this study was to evaluate the educational, politic and athletic background of senior sport managers of Iran and selected countries. According to the main objective of the study research method was a qualitative. The theoretical background of the issue was investigated by reference to the information contained on websites, books, magazines and publications. Then educational, political and athletic backgrounds of Iranian senior sport managers was Compared with selected countries and eventually, the analysis of the results was performed. The study population consisted of all senior sport managers were based in Iran and other countries. According to the research objectives, senior sport managers including the head of National Olympic Committee, the Minister of Sports and the head of Football Federation. Foreign countries were selected based on data availability. However, tried to select countries from different continents of the world (Germany, Japan, Brazil, Australia and South Africa).
The results showed that, for all sports chiefs and ministers of selected countries (without exception) had political background and only 2 of these patients had an athletic background. Most of the Iranian Olympic Committee heads (63 percent) was selected by political relations, but the most heads of Olympic Committee in the other countries were selected from former athletes or famous champions. It was also observed; most of the Iranian Football Federation heads (60%) had sports background. It is seen less in selected countries and the heads of Football Association in other countries often had political background than sport one. Interestingly, the average time of in the Iranian Football Association and the National Olympic Committee were not comparable in any way with selected countries and represent a stable management base in the other countries.
