چکیده

هدف از این پژوهش طراحی مدل توانمندسازی کارکنان مبتنی بر مولفه‌ای مدیریت استعداد و هوشمندی سازمانی در ادارات کل ورزش و جوانان کشور بود. روش تحقیق از نوع توصیفی همبستگی می‌باشد. جامعه آماری شامل کلیه کارکنان ادارات کل ورزش و جوانان کشور بود. نمونه آماری بر مبنای مشترک جدول مورگان و تعداد قابل کفایت برای مدلسازی برآورد گردید (305 نفر) و به صورت خوشه‌ای از 11 استان نمونه‌گیری شد. ابزار پژوهش سه پرسشنامه توانمندسازی، مدیریت استعداد و هوش سازمانی با مقیاس 5 گزینه‌ای لیکرت بود. روایی ابزار با استفاده از نظر متخصصان (روایی محتوایی)، ضریب آلفای کرونباخ (پایایی) و تحلیل عاملی تاییدی (روایی سازه) ارزیابی و تایید گردید. تحلیل داده‌ها با استفاده از روش مدلسازی معادلات ساختاری در محیط نرم افزار اسمارت پی‌ال‌اس انجام شد. تحلیل روابط بین متغیرها نشان داد که به جز نگهداشت و خدمات و استقرار و بکارگیری مولفه‌های مدیریت استعداد؛ اثر معنی‌داری بر قابلیت و شایستگی شغلی کارکنان داشتند. اثر مولفه‌های هوشمندی سازمانی بر مشارکت سازمانی نیز معنی‌دار بود. مشارکت سازمانی نیز اثر معنی‌داری بر شایستگی و قابلیت شغلی، آزادی و استقلال شغلی، صفت-های مبتنی بر خود و اثرگذاری نقش داشت. همچنین شایستگی و قابلیت شغلی بر آزادی و استقلال، صفت‌های مبتنی بر خود و اثرگذاری نقش اثر معنی‌داری داشت. اثر آزادی و استقلال بر صفت‌های مبتنی (209/0) معنی‌دار براساس یافته‌های پژوهش می‌توان گفت فرایند توانمندسازی در نهایت از طریق مولفه‌های اثرگذاری نقش صورت می‌گیرد. همچنین در ادارات کل ورزش و جوانان قابلیت هوش سازمانی نسبت به سیستم مدیریت استعداد نقش بیشتری در فرایند توانمندسازی دارد.
