چکیده
هدف تحقیق، ارانه الگوی مدیریت پیش کنشی در وزارت ورزش و جوانان با رویکرد ساختاری تفسیری بود. این تحقیق به لحاظ هدف، کاربردی است و داده های تحقیق به صورت میدانی و به شیوه آمیخته (کیفی و کمی) جمع آوری شد. جامعه آماری در بخش کیفی 18 نفر از خبرگان و در بخش کمّی، شامل شامل مدیران وزارت ورزش و جوانان و مدیران کل ورزش و جوانان استان ها، برابر با 65 نفر و بودند. به دلیل محدود بودن اعضا، جامعه آماری با نمونه برابر شد. ابزار تحقیق در بخش اول، پرسشنامه محقق ساخته بود. روایی پرسشنامه توسط 10 نفر از اساتید مدیریت ورزشی دانشگاه و پایایی آن، با آزمون آلفای کرونباخ، تأیید شد (92/0α=). ابزار تحقیق در بخش دوم، پرسشنامه خودتعاملی ساختاری بود و جهت مدل یابی از تکنیک مدلسازی ساختاری تفسیری و تجزیه و تحلیل میک مک استفاده شد. یافته ها نشان داد که در الگوی مدیریت پیش کنشی وزارت ورزش و جوانان 10 مؤلفه و 50 زیر مؤلفه وجود دارد و مؤلفه های نقشه راه و مدیریت مسیر پیشرفت و دانش، مهارت و توانایی در سطح زیربنایی و مؤلفه های توسعه رقابت پذیری و ایجاد آمادگی برای تغییر در رأس مدل قرار گرفتند. استقرار مدیریت دانش و مهارت در وزارتخانه در چارچوب نقشه راه و برنامه مدون بر تقویت و یا ایجاد توسعه شغلی، خلاقیت و نوآوری و اجتماعی سازی کارکنان ایفای نقش نموده و توسعه رقابت پذیری و تغییر در این سازمان هموار خواهد شد.

Predictive management model in the Ministry of Sports and Youth with an interpretive structural approach

چکیده [English]
The aim of the research was to promote a proactive management model in the Ministry of Sports and Youth with an interpretive structural approach. This research is applied in terms of purpose and research data were collected in the field and in a mixed way (qualitative and quantitative). The statistical population was 18 experts in the qualitative section and 65 in the quantitative section, including the directors of the Ministry of Sports and Youth and the general directors of sports and youth of the provinces. Due to the limited number of members, the statistical population was equal to the sample. The research tool in the first part was a researcher-made questionnaire. The validity of the questionnaire was confirmed by 10 professors of sports management at the university and its reliability was confirmed by Cronbach's alpha test (α = 0.92). Interpretive structural modeling and Mick Mac analysis techniques were used for modeling. The findings showed that there are 10 components and 50 sub-components in the proactive management model of the Ministry of Sports and Youth, and the components of the roadmap and management of progress and knowledge, skills and abilities at the infrastructure level and the components of competitiveness development and preparation for Changes were placed at the top of the model. Establishment of knowledge and skills management in the ministry within the framework of the roadmap and written program will play a role in strengthening or creating job development, creativity and innovation and socialization of employees, and the development of competitiveness and change in this organization will be smooth.
